Barniya urges completion of Syria’s new health insurance scheme before year-end

Barniya urges completion of Syria’s new health insurance scheme before year-end

Syrian Finance Minister Mohamed Yusr Barniya, who chairs the board of the Insurance Supervisory Authority, stressed the need to complete the new health insurance scheme for state employees before the end of this year. He made the remarks while chairing a board meeting, according to a statement published by the ministry on its Telegram channel on Monday.

Health insurance and digitalisation scheme

The board discussed health insurance for state employees and instructed the relevant committee to develop a comprehensive scheme focused on strengthening integrity, combating corruption and digitising operations, while expanding services and the provider network to improve the quality of medical care for policyholders.

Updating the insurance sector’s structures

The board reviewed draft bylaws for both the Syrian Insurance Federation and the Union of Insurance Agents and Brokers, ahead of their approval and the election of new boards for the two organisations. Barniya stressed the professional role of the two unions and the authority’s role in supervising and overseeing all components of the sector.

The board also discussed requirements for appointing general managers of insurance companies to ensure the selection of qualified professionals capable of developing the sector, as well as supporting the companies’ geographic expansion by reopening their branches in Syria’s governorates.

2027-2030 strategy and new law

The board reviewed the updated version of Syria’s 2027-2030 insurance-sector development strategy and agreed to send it to insurance companies so they could submit their views and proposals, ahead of the strategy’s launch in the coming weeks.

The board also discussed progress on drafting the insurance law, updating licensing standards for insurance companies and reviewing their capital adequacy requirements. Barniya stressed the adoption of sound international standards and practices to draft a modern law that would support the development of insurance services in Syria in the coming years.

Improvements planned for 2026

Finance Minister Mohamed Yusr Barniya and Health Minister Musab al-Ali announced a package of comprehensive improvements to health insurance services for employees in the state’s administrative sector on 30 December 2025. The measures are due to enter into force during 2026.
